Commissioning is when a public body such as Fife Council or the Health and Social Care Partnership decides what services it needs and pays organisations to deliver them, through a grant, a service level agreement or a contract won through procurement. It is different from applying for a grant for your own project: the commissioner sets the outcomes and the terms.
Before you take on commissioned work, be sure about full cost recovery (does the price cover your overheads as well as the direct costs?), what monitoring you will have to report, how long the funding lasts, and what happens to staff if it ends. FVA can help you understand tender documents, cost a service properly and negotiate agreements, and we work with public sector partners on how they commission from the third sector.
