Navigating Hostility and Intolerance - Guidance for Voluntary Organisations and Volunteers
Created: 27/10/2026
Volunteer Scotland’s recent Bridging the Participation Gap roundtable series, involving 180 sector stakeholders, found that volunteers from, and working with, marginalised groups are experiencing increased hostility and intolerance.
More specifically, roundtable participants reported a worsening hostile environment for racialised communities, refugees and migrants and those volunteering to support these groups – with rising racism, intimidation and abuse undermining confidence, safety and participation in volunteering.
Volunteer Scotland have also heard direct evidence that hostility and intolerance is increasing for others, including those working with and within LGBTQ+ communities. Their State of Scottish Volunteering report highlights that communities across Scotland have become increasingly fragmented, likely exacerbated by the current political environment and media landscape.
They have launched a new resource bank - Navigating Hostility and Intolerance: Practical Resources for Voluntary Organisations and Community Groups. These resources bring together evidence, expertise and good practice to help organisations better support people delivering vital services and community-based support across Scotland. Their Research and Policy team mapped over 300 resources to identify and distil insights, from the most relevant and useful documents.
Within this collection of resources, you’ll find top-tips and signposted guidance across six topics:
