No One Left Behind: Good Practice Guidance for Commissioning Employability Services
Created: 28/07/2026The NOLB Commissioning Working Group has recently shared a new tool which will help Local Employability Partnerships move forward with growing good practice in Commissioning Employability Services in their areas.
The NOLB Commissioning Review Guide is intended as a practical tool to help Local Employability Partnerships (LEPs) and Local Authorities as Lead Accountable Bodies review current commissioning practice, identify areas of existing good practice and prioritise areas for development in line with the No One Left Behind Good Practice Guidance for Commissioning Employability Services in Scotland.
The Guidance and associated Review Guide have been established in response to several reviews of No One Left Behind implementation which noted significant variation in commissioning models across Scotland and that some approaches are more likely than others to support policy priorities including integration and alignment, a mixed economy of provision and a commitment to partnership working.
It is important to emphasise that no area would be expected to be doing all the elements listed in the Commissioning Guidance/Review Guide - these are prompts to support discussion locally and to help grow a continuous improvement approach to commissioning across Scotland, the NOLB Commissioning Working Group emphasizes that priorities for improvement are best agreed collectively and in ways which are proportional and appropriate to the local context.
The NOLB Commissioning Review Guide has been developed through the cross-sector NOLB Commissioning Working Group which includes representation from Scottish Government, Scottish Local Authorities Economic Development Group, the Improvement Service, Third Sector Employability Forum, the Third Sector Interface Network and the Employment Related Services Association.
