Becoming a Lead Delivery Partner for the Scottish Government's Jobs Guarantee Programme
Created: 16/06/2026The Scottish Government has opened applications for organisations wishing to become Lead Delivery Partners for the next phase of the Jobs Guarantee programme.
The Jobs Guarantee, which offers subsidised work to those who have been out of work for 18 months is a central part of the Youth Guarantee, supporting young people to take those crucial first steps into sustained employment where earlier support and opportunities may have not worked.
The programme is expected to support around 3,700 opportunities across Scotland over a two-year period from November 2026.
A part of the wider Youth Guarantee, the scheme will guarantee fully funded, six month paid jobs to all eligible 18 to 24-year-olds who have been on Universal Credit and looking for work for 18 months.
To deliver the Jobs Guarantee across the United Kingdom, grants will be made to organisations with relevant experience of working with long-term unemployed and disadvantaged young people and an understanding of the local labour market conditions.

There will be one lead Delivery Partner awarded per delivery area who will sign the Grant Funding Agreement and Data Sharing Agreement with DWP. In the grant application DWP expects to see how the lead organisation proposes to work with other organisations and employers across their delivery area to deliver the scheme, including how they will leverage expertise to deliver specialist support or support specific groups.
