    From 10 November 2025, people moving from legacy benefits to Universal Credit (or who have already moved to UC in this way) may be eligible for more support to pay their Council Tax. 

    In Scotland those who undergo a Managed Migration to Universal Credit, and are awarded Transitional Element, may find that they are entitled to less Council Tax Reduction (CTR) than new claimants. This is because current law specifies that Transitional Element is to be treated as unearned income for the purposes of calculating how much CTR is payable. For some people this has meant becoming ineligible for CTR altogether. 

    As a result of a significant amendment to the Council Tax Reduction Regulations, from the 10th of November, the transitional element is no longer to be excluded from the definition of unearned income. This will bring relief to many people being supported with the move to Universal Credit, including those who found themselves refused an award of CTR or who received a reduced award.  

    It is important to recognise that the change takes effect from the date on which the amendment comes into force, that date being 10 of November, and no earlier. The Fife Benefit Checker will be updated to reflect the change as from that date.
