CPC Scotland - Neglect subgroup data indicators paper and blog
Created: 16/12/2024While professionals and policy makers alike recognise and agree that child neglect is a prevalent type of abuse and concern, there remains significant challenges in more accurately measuring neglect, whether in terms of its risk factors, incidence, or its impact on children and how this might change over time based on service intervention.
Consequently, and as an action of the Neglect Framework developed by Child Protection Committees Scotland’s Neglect Sub-Group, CPCScotland with support from CELCIS developed and published ‘A Review of Scotland’s National Indicators Relating to Child Neglect.’ in July 2022. Two years on, it was agreed that an update on this paper would be both timely and useful. This updated paper continues the aim to provide a means of measuring (and subsequently monitoring) neglect at the population level in Scotland and to consider what has changed in this time. In addition, a small number of indicators have been introduced. It is hoped that this will be helpful to local areas and stimulate their own local scrutiny and analysis.
To accompany this updated paper the Chair of the CPC Scotland Neglect Subgroup, Alan Small, has written a blog ‘Making Sense of Scotland’s Child Neglect Data – Updated Reflections on the continued challenge ’ where he discusses the key findings and sets us all the challenge to work harder at listening to the voices of children and families and find a way to translate voices into data which can in turn positively influence national and local policy and action.
