Commissioning in Complexity - Moving from Delivering Outputs to Delivering Change

Public sector commissioners, funders, and third sector providers are often working in complex contexts, even if current funding and reporting structures do not always acknowledge it.
Employability is a classic example, where issues such as housing, physical and mental health, childcare, public transport or stigma in the workplace can have as much role to play in someone’s journey to work as whether or not they have relevant skills and an up-to-date CV.
Is it time we thought differently about how we commission, deliver, and evaluate employability services working in these contexts? How do we move from monitoring outputs to delivering impact whilst still ensuring value for money?
The session welcomes Andy Brogan, Founding Partner of Easier Inc and the Human Learning Systems Collaborative, and Adam Dunkerley from Opportunities Fife Partnership to explore the concept of “commissioning in complexity”, why it matters, lessons learned, common pitfalls and key considerations in shifting approach.
