  • The Promise aims to be delayed

The Promise is that Scotland's children and young people will grow up loved, safe and respected.

The Promise Oversight Board released a report on 22 June 2023 regarding the delivery of Plan 21-24.

    The report states that:

"Sadly, due to the worsening circumstances for so many and the current pace of change, the Promise Oversight Board does not believe that delivering the original aims of Plan 21- 24 is realistic within its given timeframe. However, 2030 remains the date by which the promise must be kept and if everyone plays their part over the next seven years, this is still achievable."

Commitment to #KeepThePromise remains high. There is evidence of focus, aspiration and change, although not at the scale and pace that means it is always felt by children, young people and families. Despite this, there remain perceptions that keeping the promise is the responsibility of children’s services and social work; Scotland must move beyond this and recognise that the holistic change needed requires a holistic response

The report also focuses on the following priority areas:

    • education
    • brothers and sisters
    • homelessness
