  • Fife Council Review of Third Sector Support

    Fife Council's Executive Committee agreed, on 25 March, to undertake a review of voluntary sector support. The report (see below) states that there is a desire to see 5-10% of savings over 3 years.

    Council funding has been committed to third sector organisations for 2014/15 and states that a report with findings and recommendations will go to the Executive Committee in October 2014 (giving just over 5 months to conduct the review itself). We assume therefore that the findings, if agreed by politicians, will start to take effect from April 2015.

    Fife Council gives significant financial and in-kind support to a broad range of third sector organisations (more than 230 of them), of more than £15m per annum currently. As well as recurring grant funding, it will also review other forms of support such as leases and discretionary rating relief.

    The review will consider:
      "• a strategic overview of each theme (including the range of services provided by the voluntary sector and those provided directly by the Council, geographical spread, any focus or prioritisation and potential gaps in provision);
      • what is being achieved? (including targets and outcomes, how these support the delivery of the Council’s priorities and how they can be better articulated within SLAs, as well as in future monitoring and reporting arrangements);
      • could we achieve more by doing things differently? (including consideration of how we can work with the voluntary sector to deliver more innovative service delivery solutions through approaches such as alternative delivery models, shared services/resources, asset transfer and the development of voluntary sector hubs)."

    There will be an interim report going to Committee in June.

    The Paper makes a firm commitment to extensive engagement with the third sector during the Review. FVA will play a key role in the Review, both in terms of supporting the Review and facilitating engagement across the sector.

    The results of such a Review could present a risk to valuable, high impact third sector services across Fife but could equally be a powerful mechanism for highlighting the need for improved engagement, working differently with the sector and greater investment in the work we do.

    We'll work tirelessly to ensure the Review is conducted in an open, fair and transparent manner. We will report on developments and our views as the Review progresses - through future e-bulletins.

    Opportunities to engage in the Review will also be communicated through the e-bulletin too.
