To the people inside Vietnam:

The democratic revolutions in Eastern Europe and the Soviet Union proved that once the people stand up and demand freedom and democracy, totalitarian dictatorships can be overthrown peacefully and with minimal losses. Therefore, only the people's determination can bring positive changes to Vietnam.

The Free Vietnam Alliance calls on the Vietnamese people at home to:

1. Be resolute in expressing our desire for freedom and democracy through actions to pressure the leadership of the Party to fulfill this desire. Be ready and committed to fight for your rights. Don't allow yourselves to be oppressed and treated unfairly, or the fruits of your labor to be stolen.

2. Circulate, distribute and disseminate news about events in the outside world and the situation inside Vietnam. Use all means to mobilize all persons around, including Party members and cadres, to spread the truth about the backwardness of our country, the demise of Communism and the high living standards in other countries. Attack cover-ups and deceit, for only the truth can open our minds and help set the right course for our future and our society.

3. Persuade relatives and friends in the Party, public security forces and armed forces to chose the ideals of freedom and democracy as their leading cause and to refuse the Party's orders to oppress the people in their struggle for freedom and democracy.

4. Support and join in efforts put forth by the Free Vietnam Alliance and other democratic forces in building a new Vietnam with Democracy, Pluralism, Freedom, Human Rights and Social Justice.
