Roles of the Vietnamese from Different Strata in the Democratization Process:

To progressive members of the Vietnamese Communist Party:


In the past, many members of the Vietnamese Communist Party joined the Party in the name of patriotism and with a desire to serve the country. Their contributions shall be recognized. Today, however, the majority of the members have seen the death of Communism throughout the world and realize that this doctrine cannot bring the people happiness and prosperity. In the past, there have been members who boldly voiced the wishes of the populace: that the regime must implement genuine changes, accept pluralism and allow democracy. These courageous people have been banished, isolated, jailed or killed.

To work side by side with the people to bring real and positive changes to the country, the Free Vietnam Alliance calls on Party members to:

  1. Follow examples of progressive Communist Party members in Eastern Europe and the Soviet Union and recognize freedom and democracy as the leading cause for your struggle. Within the Party, demand that activities be democratic; protest against all dictatorial decisions and elections with predetermined results, always make known that the dictatorship and single-party system brought the nation to the brink of collapse, and press the Party to accept changes. Outside the Party, develop and broaden contacts with the public to exchange ideas on, and discuss in an honest and democratic fashion, the issues that face the nation in order to set the best course for the country.

  2. Place the interests of the country above all doctrines. Bravely choose decisions that best benefit the country, cause no loss of life, destroy no property nor undermine the unity of the people.

    The lessons of Eastern Europe and the Soviet Union prove that progressive Party members who contribute to the democratization process are rewarded with a place among their compatriots in a new society
